Council of Dragons
Together, the High Crown, High Draconis, three Lesser Crowns and the Lesser Draconae make up the Council of Dragons, who will meet regularly to consult on matters of faith. The Council is charged with the duty of ensuring the principles of the Draganic Faith are upheld within the Sederan Empire.
Structure
High Crown
The High Crown is the Head of the Draganic Faith, although they usually operate more as a figurehead of the Faith. Technically, all decisions regarding matters of the Faith are within their purview, but more practically, these are almost always deferred to their appointed official, the High Draconis.
High Draconis
It is the High Crown's duty and privilege to account the High Draconis, and they may replace him at any time. Technically, there are no restrictions to the office -- the High Crown may name any individual, high or low born, clergy or lay, citizen or foreign. However, the duties of the office are such that it would be a very unwise decision to name someone who was not already an already high-ranking member of the Faith, and while well within their rights, it would certainly raise more than a few eyebrows.
The High Draconis operates as the de facto leader of the Draganic Faith. Within the entire Empire, they answer solely to the High Crown, putting them at roughly equal standing as one of the Kings and Queens of the Realm.
Lesser Crown
Within the Faith, the Sovereigns of Auxesia, Phenna and Cleta stand roughly equal to the High Draconis, and act as the Heads of the Faith within their own Realms. With the exception of being overruled by the High Crown, they are ultimately the decision-makers within their borders.
Lesser Draconis
Each Realm will also have its own Lesser Draconis, an official appointed by the King or Queen to oversee all daily matters of the faith within their lands. While the Crowns may appoint and replace them at will, the Lesser Draconae are ultimately answerable to the High Draconis.
